首先，proceed是不及物动词。在这里应该用proceed

其次，proceed多用于书面语中或稍正式一些的场合。begin则在口语里比proceed更常见。另外这两个词的含义也不尽相同。proceed往往比begin多一层“接着，继续”的含义。
最后，shall在这里就是简单表示“将要”做这件事了。告知大家一下而已。现代英语(特别是非英式英语)的趋势是，在这里也可用will代替shall来表达完全相同意思。但will还可以表达另一层意思。就是不是简单地“将”或“将要”做什么事，而是“要”或“会要”做什么(即带有“愿望”或“要求”这一层含义)。
