你的结构：第一个consider sb to be + n. = consider sb. as + n.（把……看成……）
或consider sb to be+adj=consider sb + adj（本结构是宾语+宾补）（认为……处于……状态）
第二个：似乎不太合适。如果说是consider sb's doing sth变过来的，那就是“考虑做某人做某事”的意思。所以，两句意思并不同的。
to be和being可以互换的情况不太多。即使是continue后的to do 与doing的意思一样，也不太容易等同于to be与being互换。
比如：You should continue to be here to listen to your teacher.
好象就不好用being替换to be,因为to do往往给人的印象是“你就要做了……”

如：I want to be a great football player.（我想要成为一名优秀的足球运动员，这是还未成为的）
I want to being a ~~~~~(我想要成为一名优秀的足球运动员，这是已经成为
比如他们都能当主语 好像差不多的样子 但不是有说过【不定式表目的】么 细微的区别
还是有的 不过都是以后的知识 中考不考的...

有些情况下，两者没有区别，如，start/begain.后两者可以互换。而foget/remember后就不可以互换，意思不一样。
