叶利钦在解释他这样做的原因时说到:“俄罗斯应该由有智慧、精力充沛的新政治家带入新世纪。俄罗斯已有一个强有力的人物。当看到人们怀着极大的希望和信念在杜马选举中投新一代政治家的票时，我明白了，我已完成一生中主要的事业，现在俄罗斯永远不会回到过去，将永远前进。在这种情况下，我为什么还要执政半年？不，这不符我意，这不是我的性格。我不应妨碍这一自然历史进程。”诚然，叶利钦是深明大义的，当时的“右翼联盟”领导人涅姆佐夫也评价说:“叶利钦下台同他上台一样，做的非常漂亮。”当然除此之外，叶利钦肯定也有很多他的考量，叶利钦看似成全了普京，其实他也是成全了自己，对于任何一个处于关键地位的领导人来说，都希望在自己下台后，继承人能按照自己的道路走下去，也让自己的晚年无忧，顺利度过，起码普京也能做到这一点。
所以叶利钦选择普京，政治和和个人上，都存在考量，也远不止如此。其他很多的因素：
1、他没有政治野心。作为和实力强大的家族的竞争的一颗折中之选的棋子，人们觉得他就是给别人递公文包的人，不管他是在为谁服务，他易于操控，或者有需要的话随时可以把他踢出局。
2、从他给著名的圣彼得堡市长索布恰克当跟班时就和特务机关和自由党都有联系。你或许很惊讶，但是最开始人们都称他为“来自克格勃的自由主义者”（克格勃指前苏联国家安全委员会）。
3、他的忠诚及办公效率完美无瑕。根据一些报道，通过开除一位开始挑战叶利钦的俄罗斯律师，他证明了自己的毅力。
最终结果表明，选择普京一点没错，通过秘密警察人员的工具箱，以及大量的出口石油带来的意外之财，他让俄罗斯议会秩序井然。他让反对寡头革命微不足道。然而我们也知道，不是所有的寡头，都能看到俄罗斯繁荣昌盛焕然一新的面貌，新人辈出，迟早取代老一辈的位置。
