前238年秦王政铲除了丞相吕不韦和长信侯嫪毐集团，开始亲政。秦王政在李斯、尉缭等人的协助下制定了“灭诸侯，成帝业，为天下一统”的策略。具体的措施是：笼络燕齐，稳住魏楚，消灭韩赵；远交近攻，逐个击破。
从前230年攻打韩国到前221年灭齐国结束，共计10年的时间，先后按顺消灭韩、赵、魏、楚、燕、齐六国，结束了中国自春秋以来长达500多年的诸侯割据纷争的局面，建立了中国历史上第一个君主中央集权国家，即秦朝。
灭韩：秦王政十六年（前231年）九月，韩国南阳守腾主动投降并献出南阳地，秦国以该地为前进基地，作进攻韩国的准备。秦王政十七年（前230年），内史腾率领秦军突然南下渡过黄河进攻韩国，一举攻克韩都新郑（今河南新郑），俘获韩王安，继而占领韩国全境，灭亡韩国。
灭赵：公元前229年（秦王政十八年），王翦乘赵地饥荒，长途跋涉派部分军队围邯郸，亲率主力东出井陉。王翦施反间计使赵王令赵葱、颜聚代李牧为将。公元前228年（秦王政十九年），王翦大破赵军，平定东阳地区（约今河北邢台地区），赵葱战死，颜聚逃亡。秦军南下攻克邯郸，俘虏赵王迁。赵国公子嘉逃到代国称王。公元前222年（秦王政二十五年），王翦之子王贲灭代，俘虏公子嘉，赵国最终灭亡。
灭魏：公元前225年，秦派兵进攻魏国首都大梁。秦战地统帅王贲认为大梁城垣坚固，很难在短期内攻拔，于是引大沟之水冲灌大梁城，经3个月战争，城垣崩塌，魏王假出降，被王贲所杀，魏国灭亡，秦以其地建为东郡。
灭楚：秦军灭赵、破燕并魏后，紧接着大举进攻楚国。秦王政二十一年，秦将王贲率军进攻楚国北部，取十城，揭开了攻灭楚国的序幕。秦王政二十二年（前225年），秦王赵政又派李信和蒙武率20万大军，乘楚国内讧之机，分兵两路进攻楚国。楚王派将军项燕率军抵抗。项燕大败秦军，占其两座营垒，杀死7名都尉。李信带残兵逃回。二十三年（前224年），王翦和蒙武率领60万大军再攻楚国。二十四年（前223年），王翦、蒙武率领秦军继续向楚国纵深进攻，一举攻破楚都寿春（今安徽寿县西南），俘楚王负刍，楚亡。
灭燕：在灭赵的过程中，秦国大军已兵临燕国边境。前226年，秦军攻下燕都蓟（今北京市），燕王喜与太子丹逃亡辽东郡。秦将李信率领秦军数千人，穷追太子丹至衍水。太子丹因潜伏于水中幸免于难。后来，燕王喜经过权衡利害关系，派人将太子丹杀掉，将其首级献给秦国，想以此求得休战，保住燕国不亡。 前222年（秦王政二十五年），王贲奉命攻伐燕国在辽东的残余势力，俘获燕王喜，燕国彻底灭亡。
灭齐：齐国远离秦国，在秦军大肆兼并时，独居齐地一隅，对秦不作防备。公元前221年，王贲率兵从北面进入齐境，避开齐国主力，齐王不战而降。至此，嬴政统一全国。
秦统一六国是因为好几方面原因
一：秦从商鞅变法以后就开始强大了几年，而且秦国综合实力也强
