第一，政府作为社会管理的主体，它有权利有义务对它管理的客体履行相关职责。自然环境是这个客体中的组成部分，政府对自然环境的保护责无旁贷。
第二，政府有能力对自然环境进行保护，而且政府保护手段发挥的作用是巨大而无可代替的。首先在立法方面，人民代表大会是立法者，而政府在促成立法上的地位和影响是举足轻重的；其次政府可以根据宪法和法律以及实际的需要制定行政法规，来规范全社会的环境行为；再次，政府贯彻执行环境保护法律法规是务实而有效的。政府手段既宏观又具体，其措施是切实可行、行之有效的，作为执政党的行政者，政府拥有的资源是优越而丰富的，其手段对于环境保护是刚性的，有力的。
第三，政府在舆论上可以发挥其杠杆作用，营造全社会都来进行环境保护的浓郁氛围。无论是宣传发动，还是文化政策，还是舆论导向，政府作为牵头者、引领者的角色是明显而无法替代的。
第四，只有政府手段才能实现环境保护的科学化，并形成可持续发展的局面。政府手段是民主决策之后的具体化，只有统揽整个环境保护工作的全局，实施的手段才能避免顾此而失彼，形成统筹兼顾的良性局面。同时，只有政府手段才能解决可持续发展的问题，因为政府手段是调整发展、完善健全中的，是基于环境保护发展要义的前提下一以贯之的。
基于以上四点，我方认为，环境保护主要靠政府手段。

我方认为：环境保护主要靠公众意识。
公众意识是指社会民众以及各种公共利益之主体的群众。环境是公共利益的组成部分，作为一种公共利益的享用者，公众意识对于环境保护的影响和意义是重要而深远的，是环境保护得以真正有效实施的前提和保障。
第一，环境保护是高于政府行为的社会系统工程。环境的参与者正是代表社会利益的公众，正是因为如此，环境保护只有得到公众意识的普遍而高度的重视并落实到行动中，才能有效贯彻并产生成效。
第二，公众意识是社会道德的集中反映。而道德的力量是巨大而持久的，尤其是对环境保护这样一个不能毕其功于一役的社会系统工程来说，公众意识更是决定性的因素。
第三，公众的意识是实施环境保护行为的先导，在社会个体成员的环境行为发生之前，意识是决定性的因素。作为政府手段的法律规范、政策因素等的作用是明显的，但无法持续深入地形成普遍性的道德力量，而且，政府手段有时候有鞭长莫及的致命缺陷。它无法触及社会管理的所有角度，更无真正到达公众意识的深处。
第四，公众意识是形成环境保护文化的基础因素。对环境保护公众意识的社会性融合，必将形成浓郁的环境保护文化，而文化的影响力是深入持久的，非政府手段能等量齐观。
第五，我方承认，政府手段对于环境保护的影响有时候可以收到立竿见影的效果，但阶段性的成效未必能说明根本性的问题，只有釜底抽薪，才能解决本质问题。如果把政府手段作为主要依靠因素，无疑于本末倒置，饮鸩止渴。
基于以上几点，我方认为，环境保护主要依靠公众意识。
