2. They're leaving for Beijing. 他们即将前往北京。
四、用一般现在时表示。根据规定或时间表预计要发生的动作，在时间和条件状语从句中，都可用一般现在时表示将来时。如：
1. The new term starts (begins) on August 29th. 新学期八月二十九日开学。
2. If it doesn't rain tomorrow, we will go out for a picnic. 如果明天不下雨，我们将出去野餐。
五、用“be＋动词不定式”或用“be about to ＋动词原形”的结构表示。如：
1. He is to visit Japan next year. 明年他将访问日本。
2. They're about to leave. (=They're leaving.) 他们就要走了。
shall 和 will 都是未来时的表达，除了少数情况惯用shall 之外，很多时候可以代换的。
其中最明显的例子是最短的那句 Shall we? 绝对不会也不能用 Will。
其他时候，说 We shall ... 有表达决心的语气，比 We will ... 来得坚决。
你提出的问句，有两种可能性：
一是提问者实际问话的意思是 " 我们该要怎么做？" 或 " 我们准备怎么进行？”
另一种并没有特别原因，只不过 what will we 这三个词都是 wh/w 的音，连在一起比较难说得清楚，有时会打结，不信自己试试。what shall we 就技术性地处理了这个问题，语义不变。
不管是何原因，回答者一般就以 we will be ... 回应。
事实上在实用口语中，不单是 what，when/where/who/why 这些词 和 we 连成问句时，当中绝大多数都是用 shall 而不用 will 的。
