近几年,一些地方中小学生特别是小学生参加全国英语等级考试(PETS)的人数有所增加,影响了学校正常的教学秩序,实际上加重了学生的课业负担,不利于素质教育的实施,也不符合英语等级考试的目标要求。为进一步加强管理,现将有关要求通知如下:

一、各地教育行政部门和学校要严格执行《义务教育法》关于义务教育阶段学校实行免试就近入学的规定,不得以各种形式的考试、考核、测试选拔学生,不得将各种竞赛成绩和全国英语等级考试等各种公共考试成绩作为招生依据。
