是be based on 的省略形式，过去分词,因为没有前文，所以无法确定作什么成分，估计是状语，这个词组总是这么用，很少用basing,因为那是主动的，前面需要主语。后面的provided by...也是过去分词，但是是作定语修饰statistics
based
作为状语，其逻辑主语是后面的论断，故此处用被动。
我觉得两者都可以，用Basing，可以看做是表伴随，用Based，可以表示被动，关键还是要看你下一句是什么。
