一、确立课堂教学
在素质教育中的中心地位素质教育的最终目的是提高全体学生的全面素质，而学生全面素质的形成主要通过学科课程与课堂教学来进行。这就要以素质教育思想作为理论指导，深化课堂教学改革，全面提高课堂教学质量。为此，我们教育行政部门的领导首先深入教学第一线，走进课堂，研究课堂，成为教育教学的内行。并要求各学校深入贯彻县局颁发的学科教学意见，高度重视课堂教学；要求每个教师认真对待每一堂课，以素质教育思想来指导、设计课堂教学，扎扎实实地教好每一个环节。从而在观念上肃清和纠正了那种以为学校环境布置得漂漂亮亮，课外活动开展得有声有色，素质教育就大功告成的错误导向和片面看法，确立了课堂教学在深入实施素质教育过程中的中心地位。
二、优化课堂教学目标，突出“五个要素”
课堂教学目标是课堂教学活动的出发点和归宿，是检查和评价课堂教学的依据。确定课堂教学目标是有效实施课堂教学行为的前提。长期以来，由于受应试教育的影响，不少老师往往把课堂教学与“智育”等同起来，在确定课堂教学目标时，往往只注意强调基本知识的传授和基本技能的训练，而忽视思想品德教育和心理素质的培养，致使所培养的学生素质得不到全面提高。实践使我们认识到，要使素质教育的任务在课堂教学中真正得到落实，必须首先优化课堂教学目标，使教学目标素质化。1991年以来，我县积极进行构建素质教育课堂教学目标体系的研究和实验。在构建素质教育课堂教学目标体系过程中，我们始终注意掌握两条基本原则：
一是全面性的原则。我们在深入研究素质教育的内涵、目的、要求和各学科教学大纲的基础上，明确提出课堂教学目标必须具备的“五个要素”，即：1．思想品德教育（包括美育、劳动教育等）的目标要求；2．科学文化知识的基本内容；3．心理素质的训练和培养；4．智力训练的途径和步骤；5．基本技能的培养及要求。
二是渗透性的原则。课堂教学目标的五个要素不是孤立的，它们之间必然也必须互相渗透、互相促进。学科教学内容是进行思想教育的载体，要把学科知识内化为学生的科学文化素质，则必须通过一定的训练方法和技能活动来进行。在进行智能训练时，必然要考虑到学生的心理因素，必须要进行心理素质的训练和培养，这样才能保证课堂教学任务的全面完成。因此，我们要求教师在进行课堂教学前必须认真钻研大纲，钻研教材，研究学生，研究教法和学法，以素质教育为主线，将五个要素有机的结合起来，使课堂教学目标具体化、科学化。
三、改进课堂教学方法，体现“四个注重”
课堂教学方法是为完成课堂教学既定目标、任务而采用的办法。它包括教师教的方法和学生学的方法，是教师引导学生掌握知识技能，获得身心发展而共同活动的方法。课堂教学目标的优化，为课堂教学素质化提供了保证，但要使素质教育的目标在课堂教学中真正得到落实，还需要不断改进教学方法，优化教学过程。在教法上，不仅要考虑如何教给学生已经概括了的社会基本经验，尤其要考虑教给学生怎样有效地去获得这些经验的方法。在学法上，不仅要考虑怎样指导学生去获得已有知识和经验，更要考虑如何指导学生自动更新自身知识结构，不断调控自己学习状态。近几年来，我们一方面学习、借鉴、推广李吉林、马芯兰、邱学华等名教师优秀的教学方法，一方面积极鼓励和支持广大教师大胆改革，勇于探索体现素质教育特点、具有地方特色的教学方法，取得了明显的成效。在各种课堂教学方法的改革中，我们始终注意体现“四个注重”。
1．注重知识的内化。
我们要求各学科都要通过各种教学方法和手段把需要传授的知识真正内化为学生的素质，使学生对所学的知识不仅仅是“懂”，而且能掌握、运用。我们规定各科课堂作业都必须当堂完成，当堂检测。在视导检查中，凡发现课堂作业和练习当堂完成率和正确率达不到正常标准的，不管课上得怎样精彩均视为差课。
2．注重学生的自主参与。
现代教学观念的核心在于培养学生的主体意识和参与意识，突出以素质教育为中心的系统法则。而素质教育的首要特征在于开发和调动学生包括自主、自尊、适应、创造等内涵的主体性。学生是认识的主体，是学习的主人，应积极引导学生参与认知过程。为此，我们要求教师在教学中要努力做到“七放手”。即：新知识放手让学生主动探索；课本放手让学生阅读；重点、难点和疑点放手让学生议论；提出的问题放手让学生思考解答；结论或中心思想等放手让学生概括；规律放手让学生寻找；知识结构放手让学生构建。学生主动参与，不仅活跃了课堂教学气氛，而且让学生通过参与教学过程，积极主动地去感受和获取知识，锻炼技能，使自己的素质得到了全面发展和提高。
3．注重素质的训练。
学生知识的掌握和巩固，技能的获得和熟练，良好行为的养成和习惯，不是一蹴而就的，必须通过大量、严格地训练才能达到。因此，我们在各科教学中，始终要求抓住训练这根主线，让学生在学中练，练中学，不断巩固和提高。我们学习、借鉴江苏泰兴洋思中学的经验，规定了“练、讲、练”的课堂教学的基本结构，要求“一般新授课基本训练时间不超过5分钟，新授课时间不超过20分钟，反馈练习15分钟左右。”
4．注重情感体验。
素质教育不仅需要学生的广泛参与，还需要学生情感的倾心投入和深切体验；不仅要注意培养和发展学生智力因素，还要培养和发展学生的非智力因素。心理学研究表明，课堂教学行为要真正完成目标，必须遵循情感性原则。教学的功能除了组建认知系统，还要积极调动情感系统的功能。
因此，我们要求教师不仅要注重自身教学言语行为的情感性、非言语行为的情感性、教学管理行为的情感性、教学评价行为的情感性，更要善于创设各种具有体验性的教学环境，让学生在这种环境中获得感受，激发兴趣，引导他们去处理体验到的各种问题。
四、改造课堂教学评价体系，实行“三结合”
传统的课堂教学评估，往往是就课说课，且只注重教学过程的评估，缺乏一定的科学性和全面性。为了促进课堂教学的素质化，发挥教学评估的导向作用，我们改革了评价方法，变单一评估为综合评估，制定了《评课七要素》，并层层建立了听课、评课制度，推动了课堂教学改革的深入开展。在课堂教学的评估中，我们实行了“三个结合”。
1．自评与他评相结合。
我们要求每个老师每节课后，都要进行自我评估，并写好“教学评记”，不断总结教学的成败得失，不断改进教学，提高授课艺术。我们还要求各学校建有正常的教师互评、领导抽评制度。每个学期对每位老师，学校至少组织一次教师互评，一次抽查测评。互评和抽评均与教者交换意见，并记入教师业务档案。
2．过程评估与效果测试相结合。
为了搞好课堂教学评价，我们统一设计并印制了《听课、评课笔记》。《笔记》上既有教学过程的记录，又根据课堂教学的基本要素，设计了评价、评分栏，对所评的每一节课，不仅要对教者在教学过程中对教学内容的把握、教学方法的选择、教学程序的安排、教学语言的运用、教学双边活动的处理等等作出评价，而且还要对教师对此节课教学目标的确定和掌握、教学目标的达成度和教学效果等进行测试评分。过程评估和效果测试相结合，促使教者更注意准确把握教学目标，精心设计教学过程，注重教学效果，有效地遏制了教学上的形式主义、花架子，保证了素质教育的任务在课堂教学中得到落实。
3．平时评估与终结评估结合。
课堂教学进行的任何改革，都必须有助于提高课堂效益，提高教学质量。因此，我们对课堂教学评估采用了平时正常评估与学期终结评估相结合的方法。各乡镇、校每个学期对各年级、各班级均组织终结性的教学质量检测，结合平时的课堂教学检测，对每一个教师的教学能力、水平及教学实绩作出综合评价，评定档次。凡平时授课水平差或终结教学质量检测成绩差的，均不得评为“优”或“良”。从而促使老师认认真真地上好每一节课，踏踏实实地提高教学质量。几年来，由于我们立足素质教育，不断深化课堂教学改革，使我县小学教师的业务水平和学生整体素质得到了极大的提高，教学质量稳步上升。
