这个属于英语里的就近一致原则:
由there，here引起的主语不止一个时，谓语动词的数通常和最邻近的主语保持一致。
第一句遵循了就近一致。就umbrella一个东西。
第二句则是umbrella和coat做主语，属于复数，所以用are。
Here is/are A and B
如果A和B是同一类的, 有关联的东西, 应当将他们视为复数, 用are, 否则用is
比如: Here are book A and book B. 这里不强调单独的某一本数, 而是只是将他们罗列出来, 但看作一个整体, 表示"这些书在这"
也可以说 Here is book A and book B. 这里就是将两本数区别对待, 强调A/B个体, 表示"A在这, B也在这"
你举出的例子, 雨伞和大衣在这个语境中应当强调个体, 而不是说"你的东西都在这", 而是要强调你需要的每个物品, 因此用is; 如果非要用are, 也不是不可以
另外, 如果后面本身就是复数, 则直接用are
