二、具体案例：
光绪十九年(公元1893年)是江南乡试之年。京官殷某出任江南乡试正考官，南下苏州。绍兴城丁忧在家的内阁中书周介孚派家人前来拜托殷某“关照”应试的周家子弟，包括长子和几个侄子。
科举舞弊是重罪，但到光绪年间早已流弊日广。冒籍、夹带、刺探试题、雇用枪手甚至行贿考官等等，无所不有。周介孚在北京做官多年，和同样是京官的殷某相识，加上丁忧在身，就写了一封信附上银票让家人送给老相识。这本是司空见惯、手到擒来的易事。可周家的下人实在不会办事，把一件简单的事情办成了一桩大案。
殷主考停驻在官船上，正好有苏州地方官上船拜访。周家下人找到官船后，也不看合适不合适，就把信和银票交给随从，让呈给殷主考。随从见是内阁中书周介孚的来信，又有银票，不敢怠慢，就拿进去递给了主子。殷主考拿到信和银票，看看在座的苏州地方官，极为尴尬。苏州地方官自然晓得是怎么回事，赶紧端起茶杯喝茶，当作没看到。这时的殷主考有两个选择，第一是退回银票，大义凛然地将周介孚和下人报官(地方官就坐在对面)；第二是找台阶下，收下银子帮忙办事。他看看银票，咽了口水，装进口袋后若无其事地继续和客人闲谈。
这件科场行贿案原本就此便可以结束了。
周家的下人见银票送进去后，船里的老爷都不给张收条或者回个话什么的，着急了。等了好久后，他竟然在岸边大喊：“老爷拿了银子，怎么也该给个话或者收条，小人好回绍兴交差！”他还以为科场行贿像在早市买菜一样，一手交钱一手交货，还要发票呢！船上的人见这个人的话越讲越难听，出面阻止他大喊大叫。越不让叫，周家下人叫得越厉害，骂殷主考拿了银子不办事，引得岸边百姓围观。这下，殷主考恼羞成怒，苏州地方官的脸都挂不住了，严肃地走出来，下令将周家下人缉拿。殷主考还拿出周介孚的来信和银票，交给苏州府衙查办。
周介孚行贿乡试主考，人证物证俱在，而且是被抓了现行。案子很快就做成了铁案，层层上报。下面是科举舞弊司空见惯，最上面的光绪皇帝却不知道。他还以为科举是为帝国选才的根本制度，神圣而纯洁，一见竟然有官员公然行贿，龙颜大怒，将周介孚从严处理。周介孚被判了个“斩监候”，相关考生革除功名。
