刘成章，中共党员。1937年生于祖籍延安市。1961年毕业于陕西师大中文系。曾任该系助教、延安歌舞剧团编剧、《文学家》主编，陕西人民出版社文艺部副主任、陕西省出版总社副社长。现任陕西省作家协会副主席，中国作家协会会员，中国散文学会常务理事，一级作家。享受政府特殊津贴。读初中时（1954年）开始发表作品。写过诗歌，写过歌词和剧本，歌词曾产生过一定的影响。上个世纪八十年代以来主要以散文创作活跃于文坛，出版过七种散文集子，其中《羊想云彩》获首届鲁迅文学奖。五篇散文选入中学语文课本。 7篇散文作品入选14种版本的大中专院校和中学语文课本。 他的散文多以黄土高原为题材。八十年代的散文侧重于"自我"经验的"自由"书写。从对社会主题的呼应转向对个人情绪、心境的表达，语言和方式追求作家的"个性"。简而言之就是注重"自我表现"，着力表现现代人复杂的内心世界，这些作品被称作"新散文"或"朦胧散文"。
