“9·11”后，美国在全球的反恐以中东为中心，牵制了其大量的外交军事资源。但随着伊拉克和阿富汗战争的相继结束，美国终于可以腾出更多的外交军事资源来正面应对中国的崛起。国务卿克林顿在最近一期美国《外交政策》双月刊上发表题为“美国的太平洋世纪”的文章，明确阐述了美国未来十年的亚太战略：“把外交、经济、战略和其他方面大幅增加的投入锁定在亚太地区。”
在11月举行的亚太经合组织领导人非正式会议上，奥巴马不断强调美国是太平洋国家，将留在亚太。他积极倡导泛太平洋战略经济伙伴关系协定（TPP），试图就亚太自由贸易区另起炉灶，进而将中国排除在外。美国官员指出，如果中国能够达到该自由贸易框架的规定便会被欢迎加入。但是，这要求中国提高人民币汇率、更好地保护外国产品在中国的知识产权、限制或者停止对国有企业的补助……凡此种种都将中国加入的门槛提得极高。奥巴马还一改昔日的温和态度，对中国的货币和贸易政策发起猛烈抨击。
