it is easy to do sth.这里的it 是形式主语，真正的主语是不定式，意思是做某事很简单。如果后面的动词用被动的话，就是sth is easy to be done.
在上面这个句子中，it代指的是“操作这个新模型这件事”，而不是“新模型（new model）”在It is easy to operate.和The new model is easy to be operated.中it 不是the new model

是前者，不定式的主动表示被动，因为句子构成符合要求，既主语+be+形容词+不定式主动to do。但条件是句子主语是不定式的承受着。
