《烈士纪念设施保护管理办法》制定完毕之后，将会从全社会塑造尊重烈士的文化价值观。因为不能忽略烈士为新中国诞生，作出的卓越历史贡献。每一个烈士的背后都是一条鲜活的生命，如果没有这些人就没有今天的和平生活，所以塑造正确的文化价值观，更有利于烈士精神代代相传。
第三：凸显烈士的历史贡献。
烈士纪念设施保护管理办法，也是从另一方面突出和认可了烈士的历史贡献。但现在依然有很多人对于烈士们所做的贡献，不以为然，但是不可否认，如果没有当初的革命先烈抛头颅洒热血，怎么会有今天的美好生活。《烈士纪念设施保护管理办法》在一定程度上加强并完善了相关的工作制度和流程标准，但也从另一方面具有化时代的意义。毕竟突出烈士为国家和民族作出的卓越贡献，为宣扬爱国主义精神提供了很好的土壤。
是为了加强烈士纪念设施的保护管理，也是为了弘扬爱国主义精神和烈士的牺牲奉献精神，用好这些红色资源教育下一代。
因为烈士为祖国英勇献身，而国家为了保障他们的利益，并且给家属一个交代，所以才会制定该办法。
之所以要制定，就是为了给那些劣势一定的补贴政策，而且也可以鼓励大家缅怀烈士。
