2\u3001\u65f6\u653f\u65b0\u95fb\u5219\u662f\u5173\u4e8e\u56fd\u5bb6\u653f\u6cbb\u751f\u6d3b\u4e2d\u65b0\u8fd1\u6216\u6b63\u5728\u53d1\u751f\u7684\u4e8b\u5b9e\u7684\u62a5\u9053\u3002\u4e3b\u8981\u8868\u73b0\u4e3a\u653f\u515a\u3001\u793e\u4f1a\u96c6\u56e2\u3001\u793e\u4f1a\u52bf\u529b\u5728\u5904\u7406\u56fd\u5bb6\u751f\u6d3b\u548c\u56fd\u9645\u5173\u7cfb\u65b9\u9762\u7684\u65b9\u9488\u3001\u653f\u7b56\u548c\u6d3b\u52a8\u3002\u5b83\u662f\u7531\u653f\u6cbb\u5173\u7cfb\u5728\u793e\u4f1a\u751f\u6d3b\u4e2d\u7684\u91cd\u8981\u6027\u51b3\u5b9a\u7684\u3002

根据历史条件和时代要求，把远大目标和阶段性任务相结合，不同时期确立不同的目标任务，有步骤、分阶段完成，这是我们党领导全国人民推进伟大事业不断取得成功的一条基本经验。
改革开放之后，我们党对我国社会主义现代化建设作出战略安排，提出“三步走”战略目标。在解决人民温饱问题、人民生活总体上达到小康水平这两个目标提前实现的基础上，我们党及时提出建设全面小康社会的目标，到建党一百年时建成经济更加发展、民主更加健全、科教更加进步、文化更加繁荣、社会更加和谐、人民生活更加殷实的小康社会，然后再奋斗三十年，到新中国成立一百年时，基本实现现代化，把我国建成社会主义现代化国家。党的十八大把“建设”改为“建成”，强调小康的全面性，开启了全面建成小康社会的历史进程。党的十八大以来，在新中国成立特别是改革开放以来我国发展取得重大成就的基础上，历经极不平凡的五年砥砺奋进，改革开放和社会主义现代化建设取得了全方位、开创性的历史性成就，党和国家事业发生了深层次、根本性的历史性变革，中国特色社会主义进入了新时代。随着2020年的即将到来，全面小康社会即将建成，第一个百年目标即将实现。在新时代，我们如何接续奋斗，继续推进中国特色社会主义伟大事业？
基于对我国发展新的历史方位的科学判断，顺应人民对美好生活的向往，党的十九大在接续全面建成小康社会的基础上，将实现第二个百年奋斗目标分两个阶段来安排：第一个阶段，从2020年到2035年，在全面建成小康社会的基础上，再奋斗十五年，基本实现社会主义现代化。第二个阶段，从2035年到本世纪中叶，在基本实现现代化的基础上，再奋斗十五年，把我国建成富强民主文明和谐美丽的社会主义现代化强国。从全面建成小康社会到基本实现现代化，再到全面建成社会主义现代化强国，是新时代中国特色社会主义发展的战略安排。
