在语法上完全没有问题的。在动词是 be 的情况下，to deepen reform 和 deepening reform 都可以作主语。把两种方式倒过来写就知道它们都是通顺的：

从主观上看，并且提前作主语，有强调的意思；使用不定式比动名词更加带有行动的紧迫感：

有人可能认为 deepen 和 reform 本身就不搭配。但是语言是灵活的，文化也是灵活的。的确，在谷歌上一搜就能发现 deepen reform 出现的地方都是讲中国政治的。领导人既然使用了“深化改革”这个具有中国政坛特色的词组，外媒宁愿生造一个非常生硬的 deepen reform 也不想使用英语中更常见的词汇，以免引入西方的色彩，从而误译领导人的话语。路透社也使用了 deepen reforms 这个用法：

在语言的使用方面没有人能做到绝对的权威，老外也一样。
在英语里面，动词不定式做句子主语时，必须是 to + 动词原形的形式，或者你就用动名词形式做主语：
1 To deepen reform is the most urgent task 或者：
2 Deepening reform is the most urgent task .
问题不是语法错误，不定式和动名都可以作主语。是deepen的含义与reform的匹配问题。国人讲的深化与老外理解的不同。所以， 老外一些文章中把深化改革 译为intensify reform。
To intensify reform is the most urgent task.
虽然在语法上, 不定式可以作主语, 但在惯用英文里, 通常不定式不用作主语, 而用作目的状语, 类似 in order to:
To deepen the reform, our country will ....
所以, 我认为老外说这句话有错, 错的不是语法问题, 而是英文惯用法的问题.
deepen和reform在英语之中是不搭的，改用further好，further有动词的词性。
