一、内容概述
（一）项目背景
在1987年和1992年两次地球环境峰会之后，世界各国相继建立了“环境状况公报体系”，包括大气、水和生物指标在内的生态环境指标，用于监测环境变化，保障可持续发展。但其中普遍忽视了土壤、基岩、地下水等各种地质因素。为此，国际地科联（IUGS）通过其地学为环境规划服务委员会（COGEOENVIRONMENT）建立了一个专门机构——国际地质指标工作组（IWGEOIN），负责研究和编制用于环境公报或报告和生态系统管理的地质指标（Geoindicator），并于1996年发布了包括27个地质指标在内的地质指标清单（Geoindicators Checklist）。
我国复杂、多变、脆弱的地质生态环境以及经济发展和人为活动加剧了生态环境地质问题的危害，研究产生这些生态环境地质问题的原因、自然作用与人为影响之间的关系以及对生态经济和人类健康的影响，建立快速评价生态环境变化的指标体系具有十分重要的意义。我国的管理者和环境地质工作者高度关注国际地质指标工作组的研究成果，并试图引入到我国环境地质调查和管理中。同时，也认为国际地质指标工作组所建立的地质指标都是分散的、独立的，未构成统一的体系，这在某种程度上也阻碍了地质指标的推广和应用。因此，在2004年9月中国地质调查局启动了“生态环境变化地质指标体系研究”立项论证工作，并于2005年正式开展工作。
（二）取得的主要成果
项目吸收借鉴了国际地质指标研究成果和理念，对国际地质指标研究成果进行系统地研读、译校和综述。在全面分析国内外地质指标研究进展和存在问题的基础上，确定了我国环境地质指标体系构建和应用的基本思路和框架。形成了以“影响-状态-后果”模型和“压力-状态-响应”模型为理论框架分别构建调查指标体系和监测指标体系的基本思路，并结合我国主要生态环境问题和社会经济发展需求，针对石漠化、沙漠化、草地退化、湿地退化、海岸线变化、城市水土环境变化等6大类生态环境问题，分别构建了环境地质调查指标体系和环境地质监测指标体系，为科学评价地质环境变化和完善环境地质调查监测体系提供了技术支撑。
（三）主要创新点
1.首次深入介绍了国际地质指标研究成果，提出了环境地质指标的概念
通过对国际地质指标概念和27个地质指标的分析，将地质指标表述为在百年或更短尺度上描述地球表层地质作用和现象的变化幅度、频度、速率和发展趋势的一系列参数。借鉴国际地质指标研究成果，结合我国地质环境状况和社会经济发展需求，提出了环境地质指标的概念。环境地质指标是在百年或更短尺度上描述地球表层地质作用和现象的形成条件和影响因素、发育分布状态和变化（形态、规模、尺度、幅度、频度、速率和发展趋势）以及产生的后果和给人类造成的危害的一系列地质环境参数。
2.研究建立了环境地质指标体系构建思路，丰富了地质指标的内容，同时为地质指标的应用探索了有效途径
在研究、借鉴国际地质指标研究成果的基础上，结合我国的实际，从各种生态环境问题的形成和演化规律出发，首次提出了“影响-状态-后果”模型（CSR模型）和以此为依据构建环境地质调查指标体系框架，进而从地质环境管理的视角出发，以国际广泛应用的“压力-状态-响应”模型（PSR模型）为基础，建立了环境地质监测指标体系框架。
3.构建了石漠化环境地质指标体系，提出了石漠化治理技术和模式
在统一的CSR模型和PSR模型框架下，建立了石漠化环境地质调查和监测指标体系。通过对石漠化环境地质响应指标研究，提出了石漠化治理技术和模式，为石漠化治理提供了科学的地质标准。
4.构建了沙漠化环境地质指标体系，弥补了沙漠化指标体系中缺乏地质指标的不足
分析和研究了沙漠化的形成条件、存在状态及引起的环境变化，依据CSR模型建立了沙漠化环境地质调查指标体系，依据PSR模型建立了沙漠化环境地质监测指标体系。弥补了沙漠化指标体系中缺乏地质指标的不足，为今后沙漠化评价提供了更为科学的地质标准和监测依据。
5.构建了草地退化环境地质指标体系，深入分析筛选了草地退化重要环境地质指标
在对草地退化生态环境问题的形成条件、发育分布现状、发展趋势、后果与危害等进行系统分析的基础上，深入分析了造成草地退化的主控因子，在统一的CSR模型和PSR模型框架下，建立了草地退化环境地质调查和监测指标体系。从草地赖以生存的地质环境角度，全面地分析和研究了表征草地退化的各种环境地质指标，对于评价我国草地资源的安全性，制定合理的区域生态保护和经济开发决策、保护和恢复草地资源效用具有重要意义。
6.构建了湿地退化环境地质指标体系，遴选了出不同湿地退化类型的环境地质指标
掌握了我国各种类型湿地的分布、动态变化特点及其退化过程、退化原因和机制。在CSR模型和PSR模型框架下，构建了湿地退化的环境地质指标体系框架，并遴选出不同湿地退化类型的环境地质指标。系统研究了湿地退化的过程和机制、湿地演化规律，建立的湿地退化的地质指标，可为湿地管理以及湿地恢复和重建提供理论依据。
7.构建了海岸线变化环境地质指标体系，研究了不同海岸带类型的环境地质指标
研究了南、北方海岸的形态与特征、海滩的形态和沉积特征等，分析了造成海岸线变化的主要环境地质因子。应用CSR模型和PSR模型，建立了海岸线变化环境地质调查和监测指标体系，并进行了实地考察校验。成果可应用于海岸带地质环境调查与监测，为政府制定政策和科学管理服务。
8.构建了城市水土环境变化环境地质指标体系，形成了典型城市地质环境调控方案
针对当前国际环境地质指标研究缺乏系统性以及在我国适用性不强的特点，根据CSR模型，提出了一套描述城市水土环境变化的地质环境调查指标体系；在此基础上，从演化趋势和防治对策中抽取主控因子，以PSR模型框架为主线构建监测指标体系。选择能源矿产典型城市———大庆市进行指标敏感性计算，对指标进行赋权和瓶颈因子的识别，确定了引起大庆市水土环境变化的主要驱动因子，确定了大庆市地质环境调控方案。
二、应用范围及应用实例
（一）成果应用范围
项目成果可应用于国土、环保等相关部门的规划和技术标准的起草和制定，可服务于地质环境管理和地质环境保护，完善地质环境调查监测体系，并能在相关领域的科学研究中得以推广应用。

1.项目成果为国土资源部履行地质环境管理职责提供了参考依据和技术支撑
项目成果在编制《国土资源调查评价“十二五”规划》和起草修订环境地质调查评价技术标准中被引用，为国土资源部部署环境地质调查评价工作、履行国土资源和地质环境管理职能提供了重要的参考依据和技术支撑。
2.项目成果在生态建设规划、环境规划及环境保护中发挥了科技支撑作用，环境效益及社会效益明显
中国地质科学院环境工程技术设计研究院在组织开展的地学及生态系统污水处理技术研发，城市生态环境规划及新农村建设城镇环境规划，工业园区规划及大型矿山生态环境影响评价中均不同程度利用了“生态环境变化地质指标体系研究”成果。
3.项目成果为各省地质环境管理和地质环境保护提供了重要技术支撑
内蒙古地质环境监测院在编制“十二五”内蒙古自治区地质环境防治规划、内蒙古自治区重点生态功能区划等相关规划的前期研究工作中及2011年完成的“河套平原地下水资源及其环境问题调查”中，引用了“生态环境变化地质指标体系研究”项目成果，为规划的编制和项目的研究提供了技术支撑。
4.项目成果为完善我国环境地质调查监测体系提供了技术参考和科学借鉴
针对我国生态环境变化显著且与人类生存生活密切相关的各类生态环境问题，所建立的环境地质调查和监测指标体系，为实施环境地质调查监测工作，可提供很好的借鉴及理论依据。目前，在我国华北平原开展的水土环境地质监测工作，已应用该体系实施监测网络建设。
