第一是做好德育活动的规划工作。荀子曰：“积土成山，风雨兴焉；积水成渊，蚊龙生焉；积善成德，而神明自得，圣心备焉。”这一观点，在一定意义上揭示了人们思想品德形成的规律。依据这一规律，学校德育活动的设计应体现有序性原则。根据学生年龄特征、知识范围、紧密联系政治课的内容进行精心设计。
学校领导者需对学生的现有发展水平进行深入的了解，并对学主的最近发展作出准确的判断，将活动的水平定位在学生正在形成，刚刚在成熟，刚刚在发展的区域内，这样才能具有教育的价值。每次活动内容之间最好有连续性，可把每个学期作为一个阶段。每个阶段的活动有铺垫、有高潮、有发展。在活动的安排上应坚持以学生为主体，要充分考虑学生的需要和兴趣，并且还可以适当吸收学生共同参与德育活动的规划。
第二是给以人力、物力的保证。学校德育活动有多种多样，就我国学校为例，主要有政治教育活动、课外活动、校外活动、社会实践活动、团队活动、学生活动以及经常性的校会、班会、各种纪念会、庆祝会等。这些德育活动的开展，均由学校管理者对人、财、物、时间、空间、信息进行科学的组织，使德育活动的开展目标一致、行动协调，并取得预期效果。
第三是对德育活动加以指导。强调活动的自主性并不意味着否定老师的指导，学生的活动必须是自由、自主的活动，旨在表明学生的道德发展，道德学习是一个主动摄取，积极为之的过程，而不是一个任由外部塑造，被动接受的过程，在于表明教师在学生的活动过程中不应起支配控制的作用，而应起指导作用。适当的指导易使活动产生成效，满足学生的成就感；反之，易放任自流，降低学生的成就感。因此，学校德育活动应由专人负责，学校领导者应亲自参加活动，根据各种活动的不同特点加以指导和管理。
