继位早期，破格任用屈原等人进行改革，大败魏国，消灭越国，扩充疆土。纵横家苏秦曾言“纵合则楚王,横成则秦帝”。
执政后期，与秦昭襄王会盟于武关，秦昭襄王将其扣押，胁迫其割地。两国相交不斩来使，何况是会盟协谈的一国君主，在此之前，春秋时期，楚成王趁会盟之际扣留宋襄公，开了破坏邦交礼仪的先例。
楚怀王被扣三年里，其子不思救父而自立为王，诸侯自以为无害于自己而不讨伐。楚怀王为国家利益，拒不割地，使秦国一不能得地，二不能以所签订盟约为借口攻打楚国。楚国暂得保。
三年后楚怀王客死于秦，梓棺返楚，“楚人皆怜之，如悲亲戚（史记·楚世家）”。
