委员会的权力大于部，部的权力大于办公室~！

委员会，是政府的组成部门，负责制定某方面的政策措施。
部，是政府的组成部门，负责执行政府某一项重大职能。

办公室，只是办事机构，负责为政府办理某项业务，没有上边两个权力大，虽然级别都是正部级。
