我国是世界海洋大国之一，海域广阔，资源总量可观。其中南海是我国最主要的海洋领域。最近，我国制定了《国民经济和社会发展“九五”计划和2010年远景目标纲要》，其中指出我国海洋事业的发展方针是：加强海洋资源调查，开发海洋产业，保护海洋环境。由此可见，加速发展的海洋经济将成为我国国民经济的重要组成部分，而南海海洋资源的开发、利用和保护对我国国民经济持续发展将起到巨大的推动作用。
海南省管辖的海域约占我同海洋面积三分之二，资源十分丰富，在我国海洋经济的发展中具有十分重要的战略地位。就目前来说，大规模开发海洋资源尚受到我省经济基础和海洋开发能力的限制。但是，加快开发南海、建设海洋大省，已经成为我省700万人民的共识，我省规划在近期要使海洋经济产值达150亿元，远期达1200亿元。到2010年建成多元化、大规模、高科技的海洋经济体系。这是全省人民的共同愿望。
南海，特别是西沙群岛、南沙群岛、中沙群岛海洋资料的开发。利用和保护同时也是当今世界关注的热点。我们要继续坚持合理开发和保护海洋的基本原则，开发南海、建设海洋大省，一方面要强化海洋意识，实行有计划、科学地开发和利用海洋；另一方面要加强海洋保护措施。包括扩大海洋自然保护区和设立新的保护项目，按照国际公约、协议，保护海洋环境和海洋生物。还包括加强与国际组织、民间组织的联系和合作，共同寻求保护海洋和合理开发海洋的科学方法。
我国一贯奉行和平利用海洋的基本原则。南海是半封闭海，面临与周边邻国划分海洋边界，特别是专属经济区与大陆架划界问题。我国政府一贯主张，根据公认的国际法和现代海洋法，包括从1994年11月16日开始生效的《联合国海洋法公约》所确定的基本原则和法律制度，通过和平谈判，妥善解决有关争端。争端各方都应遵守国际法有关国与国关系的准则和有关和平解决争端的原则，不使问题复杂化、扩大化。在争端未解决之前，我国政府提出了“搁置争议，共同开发”的主张。
