be asking 是进行时结构没错，但be+动词ing结构只有在动词是具有位置移动意味的动词时才带有将来时意味，其中约定俗称表将来时的是be going 结构。
加上would, 变成would be asking 结构就是将来进行时了，因为很明显will 和 would 是表将来的情态动词，这里would 虽是will的过去型，但此时并不是表过去，而是表委婉语气的型，类似对应的有 can, could; shall, should.具体见情态动词的委婉型。
两句的区别就在于，结合语境，学术会议休息中A问B Why would you be asking that? 你待会为什么要问/要求那个呢？
Why do you want to ask that？则是情侣对峙，A问B, 周日5点你在哪，B说为什么你想问那个呢？
那两句有可能在同一语境下意思一致吗，可以，那就是看你的语境符不符合条件了。
be 加动词ing 有现在进行时，也有将来进行时的意思
