推进供给侧结构性改革，是以习近平同志为核心的党中央在全面分析国内经济阶段性特征的基础上，给出的调整经济结构、转变经济发展方式的治本良方。这一重要战略决策的提出，不仅是适应和引领经济发展新常态的重大创新，也是适应国际金融危机发生后综合国力竞争新形势的主动选择。
供给侧结构性改革的最终目的是满足需求，主攻方向是提高供给质量，根本途径则是深化改革。经过改革开放近40年的快速发展，广东经济建设取得了举世瞩目的成就，但也长期积累了一些结构性、体制性、素质性的突出矛盾和问题，主要表现为经济增速下降、工业品价格下降、实体企业盈利下降、财政收入增幅下降、经济风险发生概率上升，等等。必须明确，这些问题不是周期性的，而主要是结构性的。
