史家断言刘焉是东汉分裂的罪魁祸首，是因为他提出一个政策，废史立牧，这个政策直接导致了东汉诸侯割据的局面，所以他才被说成是东汉分裂的罪魁祸首。
东汉末年很多人都在这个段历史上留下了浓墨重挥的一笔，因为这个时候是纷争不断的，也就给了很多人机会，所以很多人在这个时候大扬其名，刘焉就是其中一位，他在东汉末期的时候，地位非常的高，而且扮演着一个非常重要的角色，那就是汉室宗亲。
东汉末年其实有很多汉室宗亲都被下放到各个地方，因为对于东汉王朝来讲，其实这些有血缘关系的汉室宗亲，就算是得了天下，最终也是姓刘，也算得上是肥水不流外人田，如果让别人得了天下，恐怕天下就改姓了。刘焉正是这些分出去的重臣或者是汉室宗亲的先导者。
刘焉是一位非常有野心的人，他提出了废史立牧这个政策，总体而言就是让当时的朝廷把一些信任的大臣和汉室中心全部都放到各地，让他们拥有巨大的权力，能够掌控一个地方，意思就是派一个人掌控一个地方，这样一来还是就会安定下来，是这样说，但是安定可未必。
刘焉这个决策其实也就是为了自己能有更多的权力，这样一来，整个汉室朝廷的权力就被分下去了，地方的派出去的人就可以当土霸主，这也正是东汉分裂的源头，刘焉也是东汉分裂的罪魁祸首。
因为刘焉提出把刺史太守的权力交到了宗亲的手中，使得宗亲的权力越来越大，宗亲越来越不满足，最终叛乱。
因为刘焉提出要把刺史太守的权力收回来，分发到各位汉室宗亲的手上，结果导致汉室宗亲的势力越来越大，最后一发不可收拾，竟使得东汉分裂。
由于刘焉的进言，朝廷设立了军权政权合一的州牧一职，成为凌驾于各县令郡守甚至刺史之上的官员，从此之后，各地州牧开始可以自行掌控一方的财政赋税乃至招兵买马等各项事务，开始有自己的势力，为以后的分裂埋下了隐患。
刘焉提出把太守的权利收回到刘氏宗亲手中，这样导致了宗室混乱朝局不稳。
