第二阶段是上世纪七十年代。首先在上世纪七十年代初，苏联加强了在军事领域的投入，大力发展重工业，苏联的军事力量瞬间变得超级强大，核武器的数量疯狂的增长，在很多领域完全超越了美国。
其次上世纪七十年代美国十分注重经济的发展，而且在尼克松上台后，美国国内出现了一定的危机，加之美国当时对于苏联不是十分警惕，苏联的军事力量疯狂壮大，严重威胁到了美国的安全，美国一直处于防守苏联的状态。
第三阶段是上世纪八十年代。在里根任职美国总统后，实行了一系列有效的改革，不断加强美军的军事实力，准备随时与苏联对抗。同时苏联国内的经济十分不景气，很难再有大量的资金用于和美国的军备竞赛，苏联国内出现了很大的危机，最终苏联解体，冷战结束。

与苏联相反，美国在这一时期却转攻为守，这主要是由于美国的实力相对削弱的原因,迫于形势的变化，1969年尼克松担任美国总统后，对美国的对外战略进行了重大调整，从战略进攻转为战略防御。
3．第三阶段(80年代)美强硬苏收缩
1981年就任美国总统的里根，提出了对内振兴经济，对外重振国威的口号，在这个口号的指导下，里根政府在整顿国内经济的同时，对美国的全球战略作出了重大调整，开始对苏联采取强硬态度，以遏制苏联全球性进攻的势头。80年代中期担任苏联最高领导人的戈尔巴乔夫开始放弃争夺军事优势的作法，转而裁减军备。1987年，戈尔巴乔夫和里根签署了全部销毁两国中短程核导弹的条约。这个条约虽然只能削减美苏两家核武库的大约4％，但它终究是自出现核武器以来达成的第一个削减核军备的协议，苏联在对外战略上由扩张转向全面收缩。
