海洋占地球表面的70%左右，在当今国际环境下没有哪个国家可以完全的脱离海洋而独立于世界之上，即便内陆国家依然如此。海权紧密的联系于一个国家的政治、经济和安全，具体如下：“谁控制了海洋，谁就控制了地球财富和地球本身”。全球化发轫于近代航海地理大发现，海权从一诞生就打上了全球化烙印。一个多世纪以前，美国海军战略家马汉在创立海权论时就强调世界正处于今天我们称之为“全球化”的时代，在全球化不断深入的今天，我们更有必要审视海权对国家安全和国家利益的深刻意义。
1政治方面：实际上一百多个濒临海洋的国家，而其中、国与国的地缘政治又以海洋、海权为最终代表，对于重要的深水良港、关键的海上交通要道、战略意义重大的海峡、海湾，哪个国家掌握了实际的控制权力，哪个国家就掌握了发言的话语权，当然也就提升了政治资本和政治身价，因此海洋的地缘战略就决定了一个海权国家的政治力量。
2经济方面：全球经济一体化的今天大部分物资的输送、特别是重要的能源战略物资的运输，都要通过海洋来实现，比如海上石油交通要道、海面以下的管网输送等，都要牵扯海洋本身的资源占有，要想经济发展必须海洋发展，推动海洋的发展必然是经济发展的结果，因此海权的确立和争夺也是经济发展的必然，要想经济长远发展，必须确保海权的掌握。
3安全方面：“制空权是制海权的基础，制海权是陆地安全的基础，陆地安全才是国家安全的基础！”这一句话深刻反映了海洋对于一个国家安全的构建是多么重要的一个环节，小的战术战役可以使制海权抗拒敌方的登陆，大的战略制海权可以消除敌方的长期威胁和构建安全、和平、稳定的外部环境，因此可以说制海权掌握多少、国家安全就会掌握多少。两次世界大战的经验都表明，海权对陆权具有特殊的优势，掌握制海权的一方可在世界范围调动各种资源来压制坚持陆权战略的一方。海权能够凝聚分散的陆权势力从而形成合力，因而是陆权的“倍增器”，因此，获得强大海权的陆权帝国的影响力要远远超过没有海权的陆权帝国。第二次世界大战中，为何英国与德国在北非发生激烈争夺？因为德国一旦占领北非控制中东后，就会把英国本土同它的庞大殖民区域拦腰截断，英国就难以调动雄厚的海外力量投入战争。
趋势
与历史上最好的防御是进攻不同，全球化时代最好的防御是合作与预防。。自近代以来中国海防的悲剧一演再演，其根源首先在于海防观的落后和不切实际。1874年，大清王朝为应对第一次海洋浪潮的冲击，开展了一场影响百年的《海防大筹议》，其结果却是出于对工业革命的恐惧，自我封闭的战略思想做出了“以守为战”的决策，结果作茧自缚，不仅导致北洋水师覆没在自己的家门口，而且造成中国海防的一蹶不振。今天，经济全球化正带来第二次世界性的海洋发展浪潮，中国需要一个符合时代发展精神的海防观。与第一次海洋发展浪潮相比，历史条件和发展内涵有了很大差异，前者是海洋国家霸占海上通道去掠夺陆地资源，建立海外殖民地，海防的第一要务就是击退海上入侵者；而今新的海洋发展浪潮则是全球性地开发海洋资源，海防的重心转移到塑造和维护海洋开发的和平环境，海防观需要因应新的矛盾做新的历史定位。从总体上说，海洋经济与海洋开发处于一个充满局部冲突的共同利益体中，具有鲜明的地缘政治特征，维护海洋环境、海上通道和海洋经济体的共同安全与处理海洋权益冲突的历史责任决定了中国的海防使命将是开拓合作、预防危机。一方面，从周边安全合作、地区安全合作，到全球海上安全合作，中国与世界各国的海上防务都面临着同一个发展命题。另一方面，在防御性政策框架下预防双边海上危机，防范地区性海上冲突，遏制海洋安全秩序的崩溃，并应对非传统威胁挑战。从一定程度上说，走合作与预防的海防之路也是对中国古典海防思想的回归。
海军与海军决斗的时代走向终结，海战进入远程联合防卫作战的新时代。去年，我在美国访问时，不少人问我同一个问题，就海战能力而言，假如中国海军与美国海军，甚至是日本海上自卫队来一场对抗赛，会不会又是一场甲午之战。我告诉他们，这个前提很难成立，因为随着联合作战和远程精确武器的发展，从舰与舰的决斗到海军单军种较量的海战将走向终结，未来的海战将不再是海军唱独角戏，而是舰艇在一线、空中为二线、陆基为三线、天基为支撑的远程联合作战。伴随海战从近战体系向远战体系转变，国土面积大、战略纵深广的国家将获得占据优势地位的自然条件。对此，我们需要具备可持续发展的战略眼光把握海上力量的发展趋势。
方法
全球利益需要一支蓝水海军
海权是一个国家运用军事力量对海洋的控制能力，其最直接的体现，就是海上力量（海军）的强弱，国家主席胡锦涛提出“需要锻造一支强大的、确保随时有效执行任务的海军队伍”，是实施中国海权战略的号令。发展“蓝水”海军，作为中国海权战略的第一步，已使这种令国人尴尬的情况有所改变，但与大国掌控海权的要求，与真正的蓝水海军相比，还有相当大的一段距离。
武器发展的选择应立足体系配套，航母留给未来的最大启示是体系化建设思想。历史经验表明，武器发展的目标不是追求最强大的武器，而是追求符合使命任务需要的最优化武器体系。历史经验还表明，高技术武器中最强大的武器也有最娇嫩、最脆弱的一面，要想发展大型武器平台需要有与打击能力相配套的预警、通信、指挥、机动、防护和保障能力。吨位增加一倍，风险可能要提高三倍。这个问题在美军中也是热门话题，我走访美海军战争学院时，一些教授就站到了航母的对立面，而将军们则坚守继续发展航母的阵线。我想，航母的价值不仅是作为战略长臂的贡献，更重要的是它区别与同时代其他海战武器的特质，这就是它是一个作战体系，而其他武器只能称作是作战系统。因此，吸取航母的思想，体系化改造海上作战平台，可以在较短的时间内、较少的成本、较成熟的国有技术，将驱逐舰、护卫舰和潜艇改造成具有远程侦察打击能力、立体防御能力、持久续航能力的轻型“航母”、微型“航母”和水下“航母”，将有望从整体上实现海战武器的跨越发展。
中国的海权究竟应该如何解决和什么时候解决和用什么样的方法解决呢？中国的海权问题，可分为南海问题和东海问题，解决的性质可分军事解决和政治、外交解决；解决的策略又可分为被动解决和主动解决等。东海问题，基本上只有日本问题。而钓鱼台是个关键的、具有很大象征意义的岛屿。解决这个问题，首先是更大的压力逼迫日本让步，同意于东海共同开发，即使在台湾问题解决之前，中国大陆无意进一步显示自己在钓鱼台附近的存在，但也绝对不允许日本变本加厉的升级行为。如果日本变本加厉该区域的主权显示，中国应该有比严正声明更加切实的行动：比如把钓鱼台列入中国导弹试验场：日本不登岛、不设置建筑，就不试验，如果有新的设置，就定期用导弹清除；布雷封锁钓鱼台等。至少要做到，近期谁也别想在钓鱼台有进一步的行动。东海问题，容易激发成难以控制的冲突，台湾问题没有解决之前，解决和管理钓鱼台的成本都将是最大的。钓鱼台等东海问题，应该是中国真正强大之、台湾问题解决之后（具有航空母舰不是强大的指标，航空母舰基本不会用来进行日本和美国之类对等势力国家的军事对抗）。南海问题牵涉到的国家比较多，相关国家也是见缝插针找点麻烦、制造点事端。针对南海问题，中国不能够只有抗议没有行动。特别是对特别连中国退让的搁置争议、共同开发都要挑战的国家，选择一个合适的，适时狠狠教训一下，起到杀一儆百的作用，否则，一些国家看到中国雷声大雨点小，就会有样学样。如果说，东海问题我们现阶段我们可以适时强硬的被动解决方式的话，南海问题，我们就应该在一些国家挑衅启动争端后，采取更多的主动策略。比如对那些企图通过法律来侵占中国领海的，要限期让其搬迁出其侵占的岛屿，否则就用导弹清除。以退为进。让已经被侵占的岛屿回归为零。在南海要软硬兼施，政治、外交优先，划定红线，软的更弱，硬的要有行动；东海问题，要和台湾相互呼应，软有底线，硬有表现，避开其转移国内矛盾的表演等。
中国的海权问题，不但检验我们是否真正强大的指标，也是考验我们的信心和国之骨气的指标，更是展现我们解决这些包含经济军事外交多种复杂因素智慧最好场合。解决这些问题，我们要提防有人故意利用这些问题转移国内矛盾，我们不应该配合其表演，但绝不允许逾越红线。更不能惧怕这些问题带来的国际甚至是军事麻烦，更不能迷信将来我们的军力更强大。我们发展，别人也在发展，无论何时解决，我们都要面对同样的麻烦和挑战。如果我们面对挑衅不能够有相应的反应，不但会措施解决问题的良机，也会被历史定位真正的软弱。
