公元935年，勇敢善战的高句丽军队推翻了新罗王朝，建立了高句丽王朝。士兵们的战斗力来自平日的训练和对跆拳道的喜爱。他们平时常常用拳掌击打墙壁或木块，以磨炼手部的攻击能力。十分喜爱徒手搏斗的忠惠王曾专门邀请臂力过人、武功超众的士兵金振都（亦有称金扼郁的）到宫廷表演手搏技艺，使跆拳道声望大震，并日渐被广大民众所接受。1392年，高丽王朝被李朝取代，武功及跆拳道没有得到足够的重视，但在民间，这一活动却始终没有停止。1790年汇编成书的《武艺图谱通志》中收录了“手搏”、“跆跟”等武艺的技术与方法，以及动作图解和一些器械的使用方法，并将很多技击性很强的武术技艺融会到跆拳道的技法之中。
1910年日本侵占朝鲜后，建立起殖民政府，一度下令禁止所有的文化活动，跆拳道自然在劫难逃，在朝鲜境内销声匿迹。一些下甘寂寞或被生活逼迫的人远离国土，到中国或日本谋生，同时把跆拳道延续下来。更为重要的是将其与中国武术和日本武道交融与结合，孕育了新的技术体系。第二次世界大战后，自卫术再度兴起，从异国他乡回归故上的朝鲜人也将各国的武道技艺带回本国，逐渐与跆拳道融为一体，形成了现在的跆拳道体系。1955年正式称朝鲜的自卫术为“跆拳道”。1961年9月韩国成立了唐手道协会，后更名为跆拳道协会，并成为全国运动会正式竞赛项目。1966年第一个国际组织——国际跆拳道联盟成立。1973年5月在汉城成立了世界跆拳道联合会。
1975年“世界跆拳道联合会”（简称世界跆联）被国际体育联合会接纳为正式会员。1980年国际奥委会正式承认世界跆联。迄今为止，世界跆联已有144个会员国，6500多万爱好者参加练习。1973年，“世界跆拳道协会”成立。有美国、香港、台湾、日本、马来西亚、新加坡、朝鲜、菲律宾、沙巴、柬埔寨、澳大利亚、象牙海岸、乌干达、英国、法国、加拿大、埃及、奥地利、墨西哥等二十多个国家和地区加入。目前会员仍在不断增加。1988年，跆拳道在韩国汉城奥运会首次亮相后，为了适应国际重大比赛，跆拳道的技术在不断地变革和发展。世界跆拳道联盟的总部中有一特别技术委员会，其主要任务就是改进现今的跆拳道技术。当然，今日的跆拳道动作似乎不像以前那样圆滑流畅，也不似以前那样重视运动中身体的平衡。然而对当今跆拳道技术的检验并不在它的外观，而是在于实战之中。具体地说，就是在实战对抗中或在大街上遭受袭击被迫自卫的情形下，新型跆拳道的技术无疑要比拘于形式的老技术更胜一筹。
时代是不断变化的，随着它的变化，跆拳道也将不断地发展延伸下去。
跆拳道是纯粹的东方文化产物，源于古朝鲜的花朗道，经过韩国的崔泓熙将军的整理，予以定名，而崔将军早年学习日本空手道，空手道又源于我们中国的唐手，所以说，它是我们东亚的武术，充满东方文化气息。
