带，没有对人民群众质朴、真挚的爱，就不会产生对人民群众深厚、博大的情。公安民警要切实增强群
众观念，始终把人民群众装在心里，以真诚、敬畏的心态对待我们的衣食父母，始终把服务人民作为永
恒的价值追求，把人民利益放在高于一切的位置。要带着深厚的感情深入群众、联系群众，到群众最需
要的地方去了解民生诉求，到群众最困难的地方区化解矛盾，真正把工作做到群众的心坎上。比如，近
期以来我局开展的入户走访，案件回访，以及民意调查与测评等等一系列活动都是为了加强同人民群众
的血肉联系，构建和谐警民关系。作为派出所民警、尤其是社区民警，我们要把更多目光投向那些下岗
职工、农民工等城乡困难群众，投向失足青年、服刑在教人员的未成年子女等特殊家庭，努力通过帮助
一个人，温暖一个家庭，收获一片民心。
第二，要多办惠民之事，着力回应人民群众的新期待。俗话说，天下大事必作于细。广大公安民警工作
在基层一线，更多的是与老百姓打交道，经常做的是家长里短、服务群众等日常小事。比如说谁家丢了
摩托，邻居之间闹矛盾，这些小事看起来虽小，但是如果能深入持久的把这些小事做实、事实做好，就
一定能在平凡的工作岗位上干出不平凡的业绩。去年我局开展的“破小案、暖民心”专项活动就是很好
的一个例子。就拿群众办户这一件小事来说，现在我们普遍推广户籍便民六条措施、户籍预约制度，这
都是很好的一个典范。
第三，要恪尽安民之责，着力增强人民群众的安全感。“人民公安为人民”的深刻内涵，不仅体现在人
民警察心系百姓，服务群众的爱民情怀上，更体现在人民警察惩恶扬善，除暴安良的职业精神上。像近
期在我区内对人民群众反响比较强烈的盗窃、吸毒、抢劫等案件，作为公安机关要加大侦破力度，使人
民群众的利益得到追偿，对抢劫、吸毒等严重影响公众安全感的案件，要加大打击力度，确保一方平安
，维护一方稳定。
