首先，在试图理解一条冗长的句子时，分析成分结构远不如分析语义逻辑来的重要。学习英语写作时老师一定都会提醒学生尽量避免长句和复杂句型结构，容易造成疑义。可惜（可恨）的是许多文章都会出现这种表达上未臻完善的情形。
这条句子是个很好的例子。从语义来判断，绝对应该按照您所说的第一种情况来理解。个人觉得造成不确定的主因是 confidence 用 cut off 并不很贴切。把句子的内容拆开来读：
As families move away from their stable community,
1）their friends of many years
2）their extended family relationships
3）the informal flow of information
上面3项并列共享 【is cut off】（被切断了），毋庸置疑。
and with it （伴随前面所陈述的，it 泛指上述被切断的人际和信息网络这种“现象”）
the confidence that information will be available when needed and will be trustworthy and reliable【is also cut off】
后半句和前半句呈现出的因果关系和对等关系很明显也很合逻辑，只不过说 confidence 也被“切断”有点别扭。当然，写出这段文字的人在表达上原本就有点夸张。我对前面那3项用 cut off 也同样不以为然。
综上所述，我的感想是：这类文字不具代表性，也并不是像范文一般有值得大家仿效的写作技巧。单从阅读理解而言，最重要的是能够掌握对方的思维逻辑，而不是在语法的条条框框中寻找可能适用的准则。
就算不管语义，你的第二种情况不成立啊。
and过后的分句又称为了两个并列的句子。
1. the informal flow of information is with it
2. the confidence that information will be available when needed and will be trustworthy and
reliable。
这两个完整的句子是不能再没用连词的情况下同时存在于一个分句里的啊。
而且分析句子本来就不能把语义划出去以后再分析。
如果按第一种情况理解，则需要把with it去掉
第二种情况句子就成了一个错句了
