在联邦教育局、全国科学基金会等的资助下，美国科学院和美国科学促进协会等于1959年9月在科德角的伍兹霍尔召开了关于改进中小学的自然科学教育问题的会议。这次会议邀集了约35位科学家、学者和教育家参加。由著名心理学家布鲁纳（Jerome Seymour Bruner）担任大会主席。布鲁纳根据改进中小学的自然科学教育改革会议总结写成了《教育过程》（The Process of Education）。他说：“抓住一个学科的基本结构，就是以让这学科与其它许多事物有意义地联系起来的方式去懂得它。一句话，要学习结构，就是要学习怎样把诸事物关联起来”[3]。这样《教育过程》就成了美国60年代课程改革运动的核心思想。然后就是科南特（James Bryant Conant）的《今日美国中学》（The American High School Today），它是科南特对26个州的103所高中进行系统的调查而撰写的。他认为中学的主要问题是文理科目教育质量低下，有才能的青年学生没有得到充分的发展，在报告中提出了21条改革建议，他的基本主张是加强普通教育，特别是数学、自然科学和现代外语的教学；提倡天才教育，这些建议成了美国六十年代中学课程改革的主要内容。
课程改革的具体实施
1课程改革的教材编写工作。“普通学校数学研究组”（SMSG）编出从幼儿园到中学的一套数学
试验课本；“物理科学教学委员会”（PSSC）于1960年编写了一套中学物理课本 ；“美国化学学会化学键研究会”（CBAP）和“化学教材委员会（CHEMS）于1963年分别编出化学教材。
2 关于若干课程的设计。第一，物理学。“课程的设计应该引导学生对这门课的学习尽可能地做到像科学家所做的那样去进行探索和实验”[4]。第二，数学。“中学数学研究组”认为，数学主要是对数学特点和基本原理的理解以及培养学生正确的思考方法。第三，生物学。将生物学作为一门包括动物学、植物学、生态学等在内的生命科学。第四，英语。旨在加强语言、文学和写作。第五，社会科学。
3 配合课程改革进行的一些相关的改革。第一，调整教育管理体制，加强联邦政府对教育的干预和调节。其中很重要的一个方面就是通过大量立法左右教育改革和发展的方向。第二，调整学校职能和培养目标，进行教学改革，提高学术水平。其中很重要的一点是改革课程和教材。课程和教材内容层层下放、精简课程，突出重点。1958年后大大缩减了选修课的数量，强调加强普通教育，规定数学、英语、自然科学、社会研究和外语为所有学生的必修课。第三，改革教学方法、手段、组织形式。第四，实施天才教育。第五，改革大学课程设置和实施方法。
五 对这次课程改革的评价
总体上看，美国的这次课程改革是一次规模很大的运动，改革是全面的也取得了一定的进展，但是并未取得当初所设想的那么大的效果，这次课程改革本身有很大的缺陷和局限性。
1 课程改革所取得的成绩。国家非常重视这次课改，国家科学基金会拨给经费制定的计划，从1956到1975年共有53项，其中43项是数学和自然科学方面的，10项是关于社会科学的。总体上看，加强了数学、自然科学和现代外语等学科的教学，这些学科都强调学科的基本概念、知识结构和科学系统，有利于开发学生的智力，在改革初期得到了很高的评价和极大的欢迎，促进了美国教育的发展。“科南特的建议及其所引起的美国50年代末和60年代的教学改革运动，适应了美国当时急于培养人才和发展现代科学技术的需要”[5]。因此，1957年至1965年被称为美国战后的“教育十年”。同时，由此带来的教育组织形式和方法手段的变革是一种很大的进步，促进了教育的发展，尤其是布鲁纳结构主义课程论对世界各国的教育改革产生了广泛和深远的影响。
2 课程改革存在的缺陷和局限性。第一，新的课程和教材内容过于艰深，大部分学生难以接受，遭到学生的强烈反对。第二，新的课程内容过于概念化，忽视应用，许多家长对教育改革表示忧虑和不满。第三，绝大多数教师缺乏采用新课程的训练，认为新课程、新教学方法只适用于少数尖子学生，难以组织和管理课堂教学，激烈反对。第四，新课程是由全国科学基金会组织编写、推广，由联邦政府提供财政支持，而将传统上控制各地教育的州和地方教育当局抛到了一边，从而激起他们的反抗。第五，编写新教材和教学大纲时，是由各专业领域中的教授、学者亲自动手，虽然各科目吸收了最新科研成果，但不少地方违背了本身的规律，忽视了学生的实际，从而使许多教材不适用。“由于新编各种教材一致片面强调内容现代化、理论化，而忽视应用知识和基本技能的训练，导致了理论脱离实际的倾向，并且过分增加了教材内容的难度，而忽视了大多数教师和学生‘教’与‘学’的实际能力，因此，这次改革的实际效果并未达到预期的理想，却相反地造成了学生食而不化和负担过重，学业成绩大面积下降的现象”[6] 。
六 美国这次课程改革的经验和教训
1 课程改革的经验。第一，国家高度重视。这次改革是在联邦政府的直接干预下进行的，联邦政府通过法律、财政和组织等手段影响和左右教育改革和发展的方向，给予经济资助和法律保障。第二，大学和学术团体主动、积极参与。在联邦政府进行有组织的课程改革之前，各学术团体就主动为美国学校课程改革做出了一些尝试性的努力。第三，学者、专家的引领作用。在整个课程改革期间，课程的设计、编制都是由各个领域专家和学者的带领下进行的。第四，全国各界关注。这次课程改革不但是教育界人士的事情，科学界、商界、军界等都特别关注并且给予了极大的支持。
2 课程改革的教训。第一，思想、组织准备不足，存在急于求成的倾向。第二，教师的培训没有跟上。古德莱德（John I. Goodlad）说：“一个主要缺点是，运动没有与培养和检定教师的结构和机构结合起来。因此，当在职教师教育的计划（这种计划始终只涉及教师的一部分）减弱并最终停止时，再也没有熟悉这种课程的教师补充进来以维持运动的势头”[7]。许多教师参加了在职进修班，但随着时间的推移，他们的参加减少了，因而，在职进修班最后停掉了。第三，没有形成合力。这次课改没能把所有的参与者即各个学术领域的学者、任课教师、专业教育家的贡献统一和紧密协调起来。第四，协调工作做得不够。联邦政府没有和州 、地方教育当局协调好。
