苏霍姆林斯基从多角度论述了他主张的教育目的，提出要“培养共产主义建设者”、 “全面发展的人”、 “聪明的人”、“幸福的人”、“合格的公民”等。其中最集中、最深刻的观点是培养“全面和谐发展的人，社会进步的积极参与者”。他指出，教育的任务就是要培养“个性全面和谐发展的人”。在他看来，“个性全面和谐发展意味着劳动与人在各类活动中的丰富精神的统一，意味着人在品行上以及同他人的相互关系上的道德纯洁，意味着体魄的完美、审美需求和趣味的丰富及社会和个人兴趣的多样”。为了尽可能地追求和实现这种个人发展的全面和谐，在学校中，对学生的德育、智育、体育、美育和劳动教育都是重要的，没有第一、第二之分。“在教育作用的完整的体系里，哪怕只是忽略了其中的一个环节都会破坏这个有机的统一”。
苏霍姆林斯基特别强调要使学生具有丰富的精神生活和精神需要，他认为“和谐全面发展的核心是高尚的道德”、“精神空虚是人的最可怕的灾难”，要求教师和家长尊重儿童的人格，全面关心儿童。
在智育方面，苏霍姆林斯基是知识与智力的统一论者，他提出：学生的知识要建立在广阔的“智力背景”上，创造了许多新鲜的方法用以促进儿童智力和思维的提高，例如给儿童上思维课；开展课外读书；按自己的兴趣和爱好参加课外小组活动等。在帕夫雷什中学，所有学生整个下午都参加各种课外小组活动，小组多达100多个。
在关于学生的身体素质方面，苏霍姆林斯基认为“对健康的关注，这是教育工作者首要的工作。孩子的精神生活、世界观、智力发展、知识的巩固和对自己力量的信心，都要看他们是否乐观愉快，朝气蓬勃。”为此，苏霍姆林斯基不允许低年级儿童在室内进行三小时以上的脑力劳动，反对让12—15岁的少年每天花费四五个小时去做家庭作业。他带领师生在校园内外种植大量植物，为孩子们建立天然的“氧气厂”。在教室内，注意合理采光，定期检查课桌椅与学生身高之间的适合程度，注意学生合理的营养等。他钻研了15年之久，为帕夫雷什中学制定了新作息制度，保证劳动和休息、活动与睡眠的恰当交替。
