\u8981\u5236\u5b9a\u4e00\u4e2a\u6b63\u786e\u7684\u6c34\u8d44\u6e90\u7ba1\u7406\u65b9\u6848\uff0c\u5fc5\u987b\u9996\u5148\u67e5\u660e\u533a\u57df\u6c34\u8d44\u6e90\u603b\u91cf\u548c\u5404\u7c7b\u6c34\u8d44\u6e90\u7684\u4e92\u76f8\u8f6c\u5316\u5173\u7cfb\uff1b\u5176\u6b21\uff0c\u5fc5\u987b\u4e86\u89e3\u6784\u6210\u533a\u57df\u6c34\u8d44\u6e90\u7684\u5404\u4e2a\u6c34\u91cf\u5747\u8861\u9879\u76ee\u5bf9\u4eca\u540e\u6301\u7eed\u4f9b\u6c34\u7684\u610f\u4e49\u53ca\u5176\u5728\u5f00\u91c7\u524d\u540e\u53ef\u80fd\u4ea7\u751f\u7684\u53d8\u5316\uff1b\u6700\u540e\uff0c\u5728\u5f00\u53d1\u5229\u7528\u4e2d\uff0c\u5fc5\u987b\u6709\u7edf\u7b79\u517c\u987e\u3001\u7efc\u5408\u5e73\u8861\u7684\u89c2\u70b9\u3002

地下水资源管理的经济措施，就是用经济手段和经济杠杆促进地下水资源的管理工作。主要包括以下几个方面。
1.把水资源管理纳入社会和国民经济发展计划
（1）水资源是社会经济发展的重要制约因素，因此，在制订经济发展计划时，要科学规划、合理利用有限的水资源，尤其是要合理调配地表水和地下水资源，使其发挥最大效益。
（2）合理调整地下水开发与保护的关系，扭转过量开采地下水的现象，搞好水土保持，涵养水源，节约用水，改善水质，保护环境。
（3）把水资源管理纳入经济管理体制，生产建设必须合理利用地下水资源，做到开发与保护相结合。同时应符合自然规律和经济规律的要求，不能只管生产发展，不管环境；不能见考虑眼前直接的经济效果，不顾及对社会和生态的影响；不能只考虑本部门、本企业的经济效益，而必须从社会整体出发，衡量其经济效益。总之生产建设和社会发展必须考虑取得最佳的经济效益、社会效益和环境效益。
（4）加强水资源经济管理模型的研究，建立可供实际操作调度的水资源管理模型和信息联作系统、决策支持系统和预警系统，逐步建立健全地下水资源管理信息技术平台和网络，充分利用计算机和信息技术，以便有效地进行地下水资源管理。
2.运用经济手段进行地下水资源管理
（1）依法征收水费、水资源费和排污费。由于水资源具有商品性，依法征费，可调动用水单位保护水资源的积极性，加快水环境污染治理的步伐，还能节约水资源，使水资源发挥最大效率。
（2）把地下水资源保护与用水单位领导和职工的经济利益紧密结合起来，做到节约用水有奖，浪费水受罚。谁破坏或污染水资源，谁就必须承担治理和赔偿损害的经济责任，就必须支付罚款和赔偿。
（3）在有条件的地方对用水可实行“浮动价格、阶梯价格”。枯水高价，丰水低价，超计划用水加价，分质供水，按质论价，努力做到“以水养水”，使水资源发挥最大效率和最大功能。国内外经验表明，水价提高10%，用水量下降5%。
