要对学生实施素质教育,首先要提高教师的自身素质.教师的素质主要包括两个方面,一是自身的专业知识.二是教师的言行修养、道德觉悟.要提高教师素质,必须扎扎实实地做到下面两点.
1.坚持学习,不断提高自己的专业知识.随着深化改革的发展,政治理论也在不断地丰富和发展.作为思想品德课教师不能满足于学历达标和原有的知识,必须不断学习,不断更新知识,使自己的认识适应发展的需要.
2.为人师表,不断提高自己的道德、觉悟水平.教师必须以高尚的师德为学生的楷模,用高尚的言行举止带动学生修身立
品,以自己的人格魅力来激励学生,引导学生.
二、改进教法,实施素质教育,促进课堂教学效率的提高
思想品德课素质教育的主渠道仍然是课堂教学,根据《中、小学德育大纲》中规定:“思想品德课是向学生较系统地进行社会主义思想品德和政治教育的课程.”要使学生较好地掌握社会主义建设基础理论知识,必须坚持教师为主导、学生为主体的教学原则,改进教法,创设良好的课堂教学环境.唯有这样,才能提高课堂教学效率.
在教学中,运用“读、议、讲、练”的教学方法是一种有效的教学方法.“读”是学生主动学习,掌握知识的好方法.教师要指导学生阅读,提高阅读质量.“议”是发展学生思维的有效方式.教师要确定好主题,明确议题,开拓思维,适时引导,让学生充分发表自己的观点,激发学生探讨问题的兴趣,有效地培养学生的思维能力和语言表达能力.如在讲《集体力量大》一课,有关蚂蚁王国得探子报告的消息后的一段情节,就可以让学生以小品的形
式,各扮演其中的一个角色,进行亲身体验.学生有如身临其境之感,充分体会集体的力量大,只有大家齐心协力才能办好事
情,取得胜利.这样,就使学生在轻松愉快中接爱了集体主义思想的教育.“讲”是教师对关键问题的点拨.教师对重点知识应给予精讲,及时进行释疑解惑.“练”是知识巩固、培养能力的重要环节.老师应引导学生对教学效果及时反馈,及时查缺补漏.
三、利用好社会大课堂,让学生多参与社会实践
理论联系实际,小课堂与社会大课堂结合,是思想品德课推行素质教育的重要途径.在社会教育的大环境中,使学生理解、运用所学理论知识,去认识社会、适应社会,不断提高学生的整体素质.其主要方式是“走出去”和“请进来”.
“走出去”就是要根据课题的需要,组织学生到工厂参观访问,到农村调查采访,通过到社会访问调查,开阔了学生的视野,进一步认识社会、了解社会,进而融入社会.
“请进来”,主要是根据教学内容或学生存在的问题,有针对性地邀请有关人士来校作专题讲座.如:组织时事政治报告

四、加强对学生学法的指导
随着素质教育的全面实施,中考思想品德考试方式的改变
(即原来的闭卷考试改为现在的全开卷考试),有的老师和学生
家长就认为,思想政治学科的教学由原来死记硬背变为现在连记都不用记了,老师上课只要勾勾划划,考试时替学生准备好充足的材料,学生只要把资料、书籍带全、就万事大吉了.开卷考试确实减少了大量死记硬背的内容,但并不意味着降低了对学生
的要求,相反,为达到素质教育的目标,试题增加了对学生能力的考查力度,提高了对学生综合素质和综合能力的考查.在考试中要想回答好开放性试题,必须具有坚实的理论基础,敏锐的洞察力,广博的知识,能够多角度、多层次地思考问题,以及有条理地表达问题的能力.所以,学生在平时的学习中,如果不注重理解、不注重对基础知识的掌握、不注意理论联系实际、不开展实践活动、不拓展知识面,考试中要想回答好开放性试题、综合性试题,是根本不可能的.所以开卷考试并不是降低了对学生的要求,而是提高了对学生综合素质和综合能力的要求,教师应在方法观念上对学生进行辅导.如何进行辅导?第一,引导学生切实转变观念.通过一定的题型训练,使他们懂得开卷考试并非降低了要求.相反,必须加强对知识、能力、觉悟的有机统一,能初步应用所学知识,联系社会生活以及自己的思想、行为、校园生活等实际来分析说明问题,并且能有条理清楚地表达、叙述和论证问题等.第二,要求学生养成良好的学习习惯.习惯是一个人行为的集中表现,养成良好的学习习惯,能培养各方面的品质和能力,最大限度地发挥自己的聪明才智.因此,在思想品德的学习中,为更好地落实素质教育目标,培养和提高能力,必须做到:①课前做好预习,自拟课文内容提要;②认真听课,听课中大胆质疑,并辅导他们做好听课笔记;③课后进行归纳整理,学会综合运用图表法、比较法、逻辑推理、归纳等方法.第三,指导学生在日常生活、学习中还应注意关心时事、社会热点,把它与所学知识相联系进行分析,以提高分析问题、解决问题的能力.
