也就是说中国中铁是中国铁路工程总公司的控股子公司；中国铁建是中国铁道建筑总公司的控股子公司；
在中国中铁下面，有中铁一局至中铁十局，还有中铁大桥局，中铁隧道局，中铁建工集团，中铁电气化、中铁信托、中铁置业等正局级单位的全资子公司。同样，中国铁建下面也有若干全资子公司，包括中铁十一局至中铁二十五局等正局级单位。
