“十一五”期间，我市教育事业得到持续健康发展。高中教育质量稳步提升，高考总上线率创历史最好水平。职业教育加快发展，普职比达1:1。教师队伍建设进一步加强，办学行为不断规范。义务教育经费保障机制全面实施，“两免一补”和教育民生工程全面落实。“四改一加强”工程受到教育部关注并要求在全国推广广元经验。
同时，市委、市政府把职业教育纳入全市经济社会重点发展的“七大板块”统筹推进。建成国家级示范和省级示范学校各1所，国家级重点职业学校6所，省级重点专业8个，国家级高技能人才培训基地2个，中央、省财政支持的国家级实训基地6个，职教园区初具规模，初步形成了“集团办学，特色发展，园区引领”的广元职教模式，我市教育事业的发展速度超过了新中国成立以来任何一个五年计划发展速度。
“十二五”规划中，一组组数据绘就了一幅我市教育现代化蓝图——
适龄儿童小学入学率达到100%，九年义务教育巩固率达到95%以上，青壮年文盲率控制在2%以内。
国家级示范高中达到3所，省级示范高中达到5所，高中阶段毛入学率达到87%以上。
县区所在地建示范幼儿园，乡镇建中心幼儿园（班），三年学前教育入学率达到75%以上。
全市建成国家级示范中职学校2至3所，国家级重点中职学校6所，省级重点中职学校2所，国家级实训基地8个，国家级重点专业1至2个，省级重点专业12个。职业学校在校生稳定在7万人左右，普、职在校生比达4.7：5.3。
小学教师学历合格率达99%，初中教师学历合格率达98%，高中阶段教师学历合格率达90%。
全面推进中小学实验室标准化建设，城市学校标准化建设达100%，农村学校标准化建设达80%，95%的中小学教师的教育技术能力达到国家规定要求。
办人民满意的教育
我市将建立政府为主的多元投入机制。按照“三增长一优先”的原则，不断加大财政对教育的投入，进一步完善“以县为主”的义务教育管理体制，强化政府对发展义务教育的责任，健全教育经费保障机制，合理调整非义务教育收费标准；落实国家对从事教育服务的免税政策和社会对教育事业捐赠的政策；鼓励社会团体、企事业单位和公民个人捐资助学、出资办学；充分挖掘现有教育资源潜力，在合理规划的基础上，对布局调整中和汶川特大地震灾后异址重建学校的闲置校园和房舍进行置换或处置，将资产处置净收益全部用于教育的发展。
优化布局结构，办人民满意教育。拆并50人以下的村小，集中财力和物力打造和充实乡完小和乡初中；长期坚持选派城镇学校优秀教师轮流到农村学校支教，对新招聘的大学毕业生教师，优先满足农村学校需要；调整全市高中学校布局，撤并薄弱高中，做大优质高中；加大对职业教育的投入，统筹职教专业设置，实现各有特色、门类齐全、结构合理、满足地方、适应市场需求的格局；充分利用国家鼓励和扶持发展学前教育的政策，大力发展学前教育，形成以城镇幼儿园为龙头，以乡（镇）幼儿园为主体，以村幼儿园为辅助的学前教育构架，满足人民群众对各层次教育需要，办让人民满意的教育。
通过城镇教育资源扩充，有效化解学校大班额问题。完善教师继续教育体系，建立融教学、研究、培训为一体的教师继续学习网络，采取送出去，请进来两条腿走路的“方针”，建立一支师德高尚、业务精良、综合素质过硬的教师队伍。
